Senior Flood Control Engineer – Houston TX

About This Role

A premier civil and environmental engineering firm is seeking a Senior Water Resources Engineer to lead hydrologic and hydraulic analysis, stormwater management design, and floodplain engineering projects across the US. This role represents a unique opportunity to apply advanced modeling skills to projects with measurable environmental and public safety impact — from urban flood mitigation masterplans to stream restoration and MS4 compliance programs.

You will combine technical modeling excellence with project management skills and the ability to communicate complex hydraulic concepts clearly to public agency clients and community stakeholders. Our client's portfolio spans municipal stormwater, federal flood control, river restoration, and coastal resilience — offering a depth of technical challenge matched by few firms in the industry.

Core Responsibilities

  • Lead hydrologic analysis using HEC-HMS, WMS, or SWMM for watershed delineation, runoff estimation, and design storm modeling
  • Perform one- and two-dimensional hydraulic modeling (HEC-RAS 1D/2D, MIKE FLOOD) for river, estuary, and coastal flood analysis
  • Develop and review FEMA LOMR/CLOMR submittals, Flood Insurance Studies (FIS), and floodplain management plans
  • Design Low Impact Development (LID) and Green Infrastructure (GI) stormwater controls: bioretention, permeable paving, constructed wetlands, and detention/retention basins
  • Prepare MS4 permit compliance reports, Stormwater Management Plans (SWMPs), and watershed management plans
  • Coordinate with regulatory agencies (FEMA, Army Corps of Engineers, EPA, state agencies) for Section 404/401 permitting
  • Lead interdisciplinary project teams and manage subconsultant agreements on municipal stormwater and flood control contracts
  • Conduct drainage master plans and capital improvement program prioritization for municipal clients

Technical Requirements

  • Licensure: PE license required
  • Education: BS or MS in Civil or Environmental Engineering with emphasis in water resources or hydrology
  • Experience: 6+ years in water resources, hydraulics, or stormwater engineering
  • Software: HEC-HMS, HEC-RAS (1D and 2D), SWMM, WMS, ArcGIS, AutoCAD Civil 3D
  • Standards: FEMA NFIP/FIS guidelines, TR-55/TR-20 hydrology methods, Green Infrastructure design standards
  • Experience with FEMA Flood Map Revision processes (LOMR, CLOMR, MT-2) and Zone AE/VE/X modeling
  • Working knowledge of Section 404/401 permitting, nationwide permits, and Section 7 ESA consultation

Preferred Qualifications

  • CFM (Certified Floodplain Manager) certification from ASFPM
  • Experience with coastal surge modeling (ADCIRC, SLOSH) or sea-level rise vulnerability assessments
  • Knowledge of real-time flood monitoring systems, telemetry networks, and flood early-warning systems
  • Familiarity with PCSWMM or InfoSWMM for sanitary/combined sewer overflow analysis
