NEPA Specialist – Austin TX
About This Role
A leading environmental consulting firm is seeking a Senior Environmental Engineer to provide technical leadership on site assessment, remediation design, and regulatory compliance programs for industrial, government, and real estate development clients across multiple jurisdictions.
This role is central to the firm's ability to deliver defensible, cost-effective environmental solutions — from Phase II ESAs and corrective action plans through full-scale remediation system design and regulatory closure. You will work across a broad portfolio of contaminants (PFAS, chlorinated solvents, petroleum hydrocarbons, heavy metals) and remedial technologies, partnering with clients to navigate complex regulatory landscapes while protecting human health and ecological receptors.
Core Responsibilities
- Lead Phase II Environmental Site Assessments (ESAs) and Remedial Investigations (RIs) — designing field programs, overseeing drilling and sampling, and interpreting analytical data against applicable screening levels
- Develop Feasibility Studies (FS), Corrective Action Plans (CAPs), and Remedial Action Work Plans (RAWPs) for soil, groundwater, and vapor intrusion pathways
- Design and oversee in-situ and ex-situ remediation systems: SVE/AS, groundwater pump-and-treat, ISCO, bioaugmentation, permeable reactive barriers, and PFAS treatment
- Perform fate-and-transport modeling (MODFLOW, MT3D) to evaluate contaminant plume behavior and remediation timelines
- Conduct human health and ecological risk assessments (HHRA/ERA) in accordance with EPA RAGS and state-specific guidance
- Manage RCRA, CERCLA, LUST, and voluntary cleanup program regulatory submittals across multiple state jurisdictions
- Coordinate with state and federal regulators for remedy selection, permit negotiation, and site closure agreements
- Mentor junior staff and provide QA/QC review on all deliverables prior to client submission
Technical Requirements
- Licensure: PE license and/or Professional Geologist (PG) license
- Education: BS or MS in Environmental Engineering, Civil Engineering, or Geology
- Experience: 7+ years of environmental site assessment and remediation engineering
- Software: MODFLOW, MT3D, BIOSCREEN, RBCA Tool Kit, EQuIS, ArcGIS, AutoCAD
- Regulations: EPA CERCLA/RCRA, ASTM E1527/E1903, ASTM E2600 (vapor intrusion), state UST/LUST programs
- Expertise in vapor intrusion assessment and building-specific VI pathway analysis
- PFAS characterization experience including Method 533/537.1 sampling and PFAS treatment technology evaluation
Preferred Qualifications
- CHMM (Certified Hazardous Materials Manager) or REP (Registered Environmental Professional) certification
- Experience with PFAS remediation technologies including ion exchange, GAC, and nanofiltration
- Knowledge of CERCLA cost recovery, cost allocation, and multi-party PRP group negotiations
- Experience with Brownfields redevelopment programs and EPA Brownfields grant applications
